The arrival of a new neighbor stirred a disquiet in Fred. He was taken aback to discover the newcomer was Puerto Rican and harbored ambitions of launching a scrap business. A surge of resentment followed, fueled by the prospect of competition. Fred, consumed by this rivalry, began to devise a scheme – a plan to persuade the city to condemn his property, complicated, as it happened, by the neighbor’s possession of a goat.
