In Atlantic City, federal agents intercepted David with illicit shipments linked to a notorious gang, and compelled him to work as an informant until they were brought to justice. Trapped between them, David found himself forced to cooperate; both factions knew his identity – the FBI recognized him as David Banner, while a shrewd elderly woman within the thieves’ circle was aware of his other self, the Hulk.
