Synopsis

Dr. Spectrum of M.A.D. has devised "Ghost Globules"—small pellets that conjure luminous, spectral beings. His scheme involves releasing these creatures throughout Metro City, only to then offer a solution: a spray to eradicate them. Inspector Gadget follows a lead to a costume party while pursuing the doctor's nefarious plan.
