Synopsis

Gadget arrives at the circus with Penny, drawn by a top-secret assignment. Inspector Gadget suspects Dr. Claw has infiltrated the troupe, replacing key performers with agents of M.A.D. To uncover the truth, Gadget must go undercover, assuming the guise of a clown.
