Synopsis

Concerned by reports of favoritism shown to a rival neighborhood association by the city, Duckman and his neighbors decided to form their own organization. He was elected to lead the new association, and as tensions escalated between the two groups, Duckman adopted a resolute, almost military demeanor. A bitter conflict erupted within their own association, effectively igniting a civil war amongst neighbors.
