Synopsis

The former chief of security for Arkham Asylum, a man known only as Lock-Up, emerged as a shadowy figure in Gotham. Driven by a conviction that the city's rampant crime stemmed from the actions of its leaders, he orchestrated a daring abduction: Commissioner Gordon and Mayor Hill were taken into his custody. He saw them not as protectors, but as the root of Gotham’s decay, and his actions were a stark declaration of war against the established order.
