A ruthless South American outlaw, feared throughout the underworld, has destabilized the archipelago with his criminal operations, a stark contrast to the Japanese way of life. Riki Takeuchi, recently returned from Colombia, now runs a used car dealership, but secretly heads a trafficking organization for a Colombian drug cartel. He's the only one without an established organization, entering a market dominated by Chinese gangs. A minor dispute with the Yang brothers of the Chinese mafia escalates into a series of widespread crimes. Meanwhile, Nagasaka, a former associate, attempts to exploit the chaos by stealing both cocaine and methamphetamine routes.
