The Tenma-kai, the biggest yakuza group in the Kansai region, has violated a long-standing agreement by expanding into Kanto. Enomoto (Yasukaze Motomiya), the assistant underboss of the Takeda Family in Kanto, is offered a place within the Tenma-kai but declines. Soon after, a plot by the Tenma-kai leads to the sudden arrest of Takeda Masaki (Nishioka Tokuma), the Takeda Family's boss, on extortion charges. The family’s underboss, Miyamura (Jiro Okazaki), is also ambushed and killed. Suspecting a traitor within his own family, Enomoto launches his own investigation. The prime suspects are headquarters director Ishibashi Masayuki (Kawamoto Junichi), assistant underboss Sakai Takahiro (Miyamoto Taisei), and the young boss Makabe Mitsuhiro (Takanori Higuchi). One of them is the betrayer.
