Synopsis

Penny's father, Mercer, seeks to secure a contract for his workers on a cable-car track, despite Mayor Blake's delay in awarding him the job. Meanwhile, Ah Sahm faces accusations and ostracism from the Hop Wei, his future hinging on an unforeseen alliance.
