Synopsis

Faced with the apparent failure of traditional incarceration, Walker proposes a novel program aimed at young adults in their late teens and early twenties. Alex presents this proposal to Senator Kay Hutchinson, who agrees it warrants consideration. Commissioner Simpson, however, dismisses it outright, convinced that the only solution lies in expanding the prison system.
