Synopsis

Simon Bar Sinister and Cad had arrived at the Moon and dispatched their ultimatum to General Brainley and the world’s governing bodies. They declared that unless global leaders relinquished their authority to Simon within a matter of hours, he would unleash a devastating artificial storm upon Earth via his Weather Machine. The General and the assembled leaders remained steadfast in their refusal to concede. Recognizing the need for a display of force, Simon initiated a small-scale demonstration.
