Nearly a decade had passed since Terry Falconer’s passing when the prosecution of the Perish brothers seemed destined for failure, as Decker steadfastly declined to assist. Driven by a desperate need for justice, Frank O’Rourke jeopardized his own safety to offer testimony against Anthony Perish.
