Synopsis

July 4th, 1930. Arlington Park teemed with forty thousand horse racing enthusiasts. Ness and his team maintained surveillance on Arnold "Spats" Vincent, poised to intercept him the moment he acquired the document: a list detailing high-ranking officials receptive to the crime syndicate's offers. Two men, seemingly associates of Spats – one towering, the other compact – approached him. The taller figure settled beside him, murmuring something in his ear before plunging a knife into Spats.
