Synopsis

September 16, 1933. Despite Eliot Ness's dismantling of The Underground Court (episode #46), the larger Syndicate, which commanded sway over more than half of the nation’s criminal enterprises, remained intact. With Judge Foley, the Syndicate’s presiding figure, deceased, five of its highest-ranking members were gathering at a roadside inn just outside Chicago. Their purpose: to decide whether to appoint Nero Rankin as Foley's successor, a choice Foley himself had made in anticipation of his own
