Synopsis

The town was slated for inundation, destined to become a reservoir, yet one inhabitant stubbornly resists departure. His granddaughter now seeks placement for him in a care facility. Howie maintains a solitary, seemingly ungovernable tank. A group of bikers has effectively barricaded them all within the deserted town.
