Synopsis

Steele and Ackland discover a man who has suffered a brutal assault, intended to silence him from speaking out against a ruthless loan shark. The C.P.S. advises abandoning the investigation, but Meadows arranges for the help of a minor criminal to gather the necessary evidence for a successful prosecution.
