Synopsis

Bob called on a friend who headed up the local neighborhood watch. His son was stealing, driven by a need to fund a drug habit. His friend expressed frustration that the police seemed to be ignoring problems on the Cockcroft Estate. Meanwhile, Conway received a report concerning the Estate and a visit from the chair of the Cockcroft Action Committee, who voiced complaints of harassment.
