Synopsis

A man intoxicated in a restaurant is taken into custody by a police officer on leave. Penny expresses her displeasure that the officer did not accompany the man, who is known to the commissioner. Monroe suspects the officer had been drinking. A considerable amount of time is spent pursuing the officer to finalize the custody papers, culminating in Monroe publicly reprimanding him. Finally, the intoxicated man is released.
