Synopsis

Roach and Lines observed a man. Burnside required an arrest to meet his quotas. The man they watched was shot by someone Burnside had recently spoken with. Burnside was pursuing a man involved in pornography, corruption, and bribery; he harbored a personal grievance. Later, Burnside discussed his marriage with both Cathy and Roach.
