Synopsis

A photograph captures Brownlow standing before the finished structure, though eight rooms remain incomplete. Garfield intercepts the Mayor as he approaches the event. Penny conducts an inspection of the cells. A man attempting to report a murder is roughly escorted to the detention area. The deceased is connected to the abduction and subsequent killing of a boy in Canley Fields. Brownlow, however, does not linger, allowing Conway a chance to inform him of the murder.
