Synopsis

From seemingly nowhere arrived a young man with the unsettling ability to command the wind, declaring himself Slipstream and promptly setting about causing disturbances across Dakota. Simultaneously, a disagreement flared between Richie and Virgil concerning Richie’s latest device for combating crime – a gadget he called the ZapCap.
