Synopsis

Carter’s sudden summons to a late-night meeting left Charlie responsible for entertaining Spencer, a sixteen-year-old boy under Carter's care through the "Big Brother" program. With a prior engagement already scheduled, Charlie reluctantly brought Spencer along. Simultaneously, the Mayor wrestled with a gnawing guilt that kept him awake at night.
