Synopsis

The Quantou gang has arranged a summit of the city's warring factions, and Carter and Lee find themselves compelled to infiltrate it. Their mission: locate Lee’s sister, Kim, and pull her back from the Quantou's grasp before she becomes irrevocably entangled with them.
