Synopsis

The Rugrats watched, captivated, as a candidate for mayor of their town appeared on television. Inspired, they decided to hold their own election, debating who among them deserved the title of "mayor"—a contest between Tommy and Phil. Simultaneously, Didi and Betty diligently prepared mailings to rally support for Sheila Swann, the town's mayoral hopeful.
