Synopsis

Rachel and Bailey confront a disturbing rise in cases: elderly men and women found strangled while riding the railway tracks of the Southwest. Rachel observes cigarette burns on the victims, suggesting the perpetrator – guest star Samuel Bliss Cooper – likely endured abuse himself. As the killer surveys potential new targets, the VCTF posits a theory that the deceased are stand-ins for a disgruntled drifter, consumed by resentment towards society.
