Synopsis

Rachel and the VCTF team frantically sought to build a profile of the anonymous sniper, who had taken position atop the dam's pump house, surveying the park below. Their choices were constrained by the fear that the shooter might have rigged explosives capable of devastating downtown Atlanta.
