Synopsis

A criminal organization initiates a deceptive scheme masquerading as insurance, placing several businesses and residents in jeopardy. Frank and Nordberg are dispatched to investigate. Following an assault on a dance instructor, they establish a front – a locksmith and key-making shop – and proceed undercover.
