In 2016, twelve of the country’s leading mental health facilities committed to ending seclusion – the practice of forcibly isolating patients in separate rooms – by 2020. Yet, segregation continues daily in most of these institutions. Recent data from the Health and Youth Inspectorate indicate a significant rise in seclusion incidents.
