Synopsis

The Flynn-Fletchers have departed for an African safari, leaving Perry behind to contend with Doofenshmirtz and his most nefarious scheme yet: the takeover of the O.W.C.A. However, a mishap occurs when Doofenshmirtz inadvertently subjects Carl, the intern, to the full force of his Ultimate-Evil-Inator. As a result, Carl assumes control of the O.W.C.A.
