Synopsis

Representing a citizens’ group, Perry testified at hearings concerning the proposed aqueduct, a project slated to bear the name of county engineer William Harper Caine. The project was halted pending investigation of a section of its planned route for a potential underground spring. Subsequently, Caine sought Perry's assistance after being accused of the murder of Roger Quigley, the project’s chief contractor.
