Synopsis

A string of ill-fated investments has brought Thurrock Council to the brink of financial collapse. As a result, essential services are being curtailed, and residents face increased council tax in an effort to address the second-largest deficit in the history of a local authority. The majority of the council’s funds were committed to ventures linked to a single individual.
