The rate at which newborns are entering state care is increasing sharply. A significant number of the women who experience the heartbreaking loss of their infants each year struggle with drug addiction, and many have already had their children permanently removed. In this film, *Panorama* has been granted exclusive access to Trevi House in Plymouth, one of the few residential facilities in the country dedicated to disrupting this cycle.
