Sixteen years prior, the government pledged to shield citizens from the chill. A commitment to eradicate fuel poverty by 2016 had been made, yet that deadline has long since passed, and millions continue to struggle with the cost of heating their homes. Reporter Datshiane Navanayagam speaks with some of those facing hardship this winter, probing the reasons why thousands still perish annually due to inadequate warmth within their dwellings.
