Synopsis

Special Agent Jacqueline Sloane, a forensic psychologist with NCIS, arrives on the team as a violent storm descends upon Washington, D.C., plunging the city into darkness. Amid the blackout, a sailor vanishes, and Torres and Bishop venture out onto the water in pursuit of clues.
