Synopsis

At the memorial for a friend claimed by the ocean, Gibbs learns a startling truth about the departed, Navy Captain Phillip Brooks. It turns out that after his vessel was assailed, Captain Brooks had sought refuge in a fallout shelter, remaining hidden there until he swam ashore.
