Synopsis

Emil Gadsen, long the architect of the Syndicate’s northeastern vice operations, now plots his escape from the country to evade an indictment, leaving his second-in-command, Thor Coffin, to assume control. Before departing, Gadsen intends to take a list of his compromised officials with him – a list the IMF must secure.
