Synopsis

Phelps’s task is to thwart Charles Peck’s violent methods, orchestrated by the professional provocateur Billy Walsh, in an effort to install his chosen candidate, Mayor Steven Tallman, as governor. Dana, a provocateur herself, finds herself arrested at the behest of Barney, the current governor’s representative.
