Synopsis

Costa Mateo’s finance minister, Phillipe Pereda, has pilfered forty million dollars from the president, De Varo’s, personal vault. De Caro intends to declare the funds will fuel a national industrialization initiative. However, Pereda’s scheme is far more insidious: he plans to frame De Varo for embezzlement, orchestrating the discovery of the missing money from the supposedly impenetrable vault, before seizing control of the nation.
