Manchester University hosts this semi-final, the first in a series of four, with one of those slots reserved for the four runners-up who achieve the highest scores. Tonight’s competitors and their chosen topics are: STEVEN SCHNEEBAUM, a law student, will debate the United States Constitution. JOHN HART, a schoolteacher, will address Rome and Romans in the 1st Century BC. MARTIN MCCLELLAND, a sheet-metal worker, will discuss British Military Campaigns from 1700 to 1815. DAVID BURNS, a Lo
