Synopsis

A killer stalks the city, preying on sex workers, drawing them in with the false authority of a police officer. With the return of Debbie Small, a friend of McCall’s from the “City Under Siege” stories, she finds herself increasingly vulnerable to this dangerous predator. She may be his next victim.
