Synopsis

Deputy Commissioner Serrano navigates a complex network of influence among his fellow commissioners, a system some might call a veiled power structure. Franco witnesses an attack on Serrano, the incident culminating in a gunshot wound and casting Franco as the primary suspect in the aftermath.
