In Sendai, Hijikata encountered an admiral who spoke of a disturbing increase in murders occurring beyond the castle walls. The admiral speculated about a clandestine unit responsible, a notion that both Hijikata and Chizuru suspected to be the Rasetsu Unit. Shortly thereafter, Heisuke arrived, confirming Sannan's likely allegiance to Koudou, who, surprisingly, was still alive.
