Synopsis

Rakka’s new companions guide her into the town of Glie. She discovers that the majority of the inhabitants are not Haibane, that these beings are permitted to possess only objects abandoned by humans, and that they are obligated to work. The city and surrounding countryside are enclosed by a wall, keeping all but the Toga within; and even they can communicate with the Haibane only through the Communicator.
