Synopsis

Detectives Gordon and Bullock are immersed in an investigation of a child trafficking ring that targets the city's vulnerable youth, a network which includes Selina Kyle. Simultaneously, the Penguin has reappeared in the rural areas, initiating his slow, deliberate return to Gotham.
