The Chief’s authority was revoked when “the President”—in reality, Gorshen, a voice mimicking Kaos—made the call and reassigned him, installing Max as the new leader. This was a calculated move by Kaos to undermine Control from within, yet with Max now at the helm, the elaborate scheme seemed unnecessary.
