Synopsis

During a speech, Mayor Billington's voice caught, a sudden impediment disrupting his words. Dr. Grant gently explained that such difficulties were common and nothing to be ashamed of. Speech impediments, he assured the Mayor, were simply variations in how people spoke, and no cause for embarrassment.
