Synopsis

A man behaving erratically, scaling the roof of his vehicle, drew the attention of nearby officers. The unusual circumstances afforded the officers a degree of leniency toward a driver who was, in his own way, being forthright. Another man had simply forgotten to return a borrowed car after completing his tasks.
