Synopsis

(10:08 PM Disturbance Call) Deputy Eugene Lancaster of the Sheriff's Department patrolled the unincorporated areas of Harris County. Crime had escalated in recent years, largely fueled by drug use, particularly crack cocaine. Understaffed and constantly occupied, the deputies were stretched thin. A man was shattering windows with a pipe. Eugene ascended the dark driveway toward a dilapidated house. A woman explained that her boyfriend had smashed the windows and fled. She’d witnessed him hurl a
