Synopsis

President Morrison made an unexpected call on Hayes, urging her – and the CIU – to consider the case of Omar Abbas. A Muslim-American citizen, he had been detained for years without charge, held in a military facility on suspicion of plotting a chemical attack against Manhattan. Yet, to take on this aspect of the federal war on terror was a politically charged undertaking, and Hayes and the CIU soon found themselves at odds with those in power as they pursued the truth.
