Synopsis

The loss of Judge Tommy Wells’ daughter has drawn Intelligence to a growing network of pill mills encroaching upon the Chicago suburbs, and the physician facilitating their operation. Simultaneously, Voight uncovers the source of information originating from the 21st Precinct.
